In keeping with our work on measuring and monitoring casualties of armed violence and our work on recording casualties from explosive violence, AOAV attended a conference of the international practitioner network of casualty counters organised by the Every Casualty network on 13-14 September. AOAV has also endorsed a new “Charter for the recognition of every casualty of armed violence” calling for improved casualty recording in situations of armed violence:

We, the civil society organisations and concerned parties, who endorse this Charter call for resolute action by states to ensure that every direct casualty of armed violence is:

States bear particular responsibility for populations under their control who are endangered by their actions. Information about deaths and the identity of the dead must be made public, unless it is unsafe to do so. AOAV is strengthening civil society engagement around this issue which is in keeping with the Oslo Commitments call to “measure and monitor the incidence and impact of armed violence at national and sub-national levels in a transparent way” and for national reporting on levels of armed violence.

People interested in supporting AOAV’s work on measuring and monitoring armed violence or in signing up to the Charter should write to Henry Dodd for more information: hdodd@aoav.org.uk
